This is one of the noteworthy new contents in the Education Law 2019, passed by the National Assembly on June 14, 2019.

FULL TEXT OF THE EDUCATION LAW 2019
To be specific, regarding the standard training level of teachers, Article 72 of the Education Law 2019 stipulates as follows:
- For preschool teachers: Must have a college degree in education or higher. (The current regulation only requires a secondary education degree in teaching).
- For primary school, junior high school, and high school teachers: Must have a bachelor's degree in the field of teacher training or higher. (The current regulation requires a secondary education degree in teaching for primary school teachers; a college degree in teaching or a college degree and a certificate of pedagogical training for junior high school teachers).
In cases where a subject lacks teachers with a bachelor's degree in teacher training, it is required to have a bachelor's degree in a relevant field and a certificate in pedagogical training.
- For university-level educators: Must have a master's degree. (The current regulation only requires a university degree or higher and a certificate in pedagogical training for college and university educators).
- For educators teaching and supervising master's theses and doctoral dissertations: Must have a doctoral degree. (The current regulation only requires a master's degree or higher for teaching specialized subjects and supervising master's theses, and only requires a doctoral degree for teaching specialized subjects and supervising doctoral dissertations).
The Law also clearly stipulates that educators teaching in vocational education institutions will follow the Vocational Education Law.
Thus, it can be seen that the Education Law 2019 has raised the standard training level of teachers at all levels compared to the Education Law 2005.
