From February 15, 2020, what are the requirements for equipping fire prevention and fighting equipment?

This is one of the notable regulations in Circular 25/2019/TT-BNNPTNT issued by the Ministry of Agriculture and Rural Development regarding forest fire prevention and control.

Article 6 of Circular 25/2019/TT-BNNPTNT stipulates that fire prevention and firefighting equipment for forests includes: motor vehicles, equipment, machinery, tools, chemicals, and specialized supporting tools for fire prevention and firefighting as per the provisions of the fire prevention and firefighting law.

Based on the type of forest and the actual conditions, requirements of each locality, organizations, forest owners may additionally equip specialized means and devices for forest fire prevention and firefighting as guided in Appendix I issued together with Circular 25/2019/TT-BNNPTNT.

Notably, the provisions for equipping fire prevention and firefighting means and devices for forests must ensure the requirements in each case stipulated in this Circular as follows:

- Equipment for forest fire prevention and firefighting for specialized forces must ensure quantity and quality, synchronization, modernity, meeting the requirements of forest fire prevention and firefighting in all forest fire situations, suitable to the financial capacity of the state budget and forest owners.

- Forest fire prevention and firefighting equipment must ensure technical specifications according to the design serving for forest fire prevention and firefighting; managed, maintained, and repaired according to compliance.

- For motor vehicles and equipment for forest fire prevention and firefighting, besides being used for forest firefighting; practicing, rehearsing firefighting plans, they are only to be used in cases: ensuring political security; ensuring social order and safety; rescuing victims, dealing with urgent accidents, disaster prevention and relief, eliminating the consequences of disasters; combating illegal forest logging and patrolling, inspecting forest protection work.

- The heads of agencies and organizations within their management scope have the right to mobilize means and devices for forest fire prevention and firefighting under their management for use in the cases prescribed in Clause 4 of Article 6.
