On June 9, 2020, the Minister of Culture, Sports and Tourism issued Circular 03/2020/TT-BVHTTDL stipulating the organization and operation of the Council for selecting film production projects that use the state budget.
According to Circular 03/2020/TT-BVHTTDL, the Agency selecting film production projects using state budget funds has the following responsibilities:

- Advise the Investor on the plan to establish the Council for selecting film production projects using state budget funds (the Council), the Expert Committee assisting the Council, and act as the permanent office for the Council.- Organize and ensure the necessary conditions for the activities of the Council and the Expert Committee assisting the Council.- Summon meetings of the Council and the Expert Committee assisting the Council.- Inspect, review, and compare the project dossier for film production in conformity with Article 6 of this Circular and forward the dossier to the Council before the meeting date.- Advise and propose to the Investor decisions and permission for selecting film production projects using state budget funds for production according to current regulations, based on the review of the project dossier, meeting minutes of the Council, and other relevant documents (if any).- Assign personnel to participate in the Council and the Expert Committee assisting the Council.
In addition, the agency managing film production projects is responsible for guiding the Film Production Base in formulating the plan, project dossier for film production according to the economic-technical standards applicable in the field of film production; Receiving, processing the dossier, and submitting documents (including printed and electronic versions) to the Project Selection Agency for the Council and the Expert Committee assisting the Council to perform the assigned tasks; Assigning personnel to participate in the Council and the Expert Committee assisting the Council.
