Recently, the Minister of Planning and Investment has issued Circular 01/2020/TT-BKHDT providing guidelines for the classification and evaluation of cooperatives.

Cooperatives are evaluated based on 15 criteria, with a maximum total score of 100 points, divided into the following 3 groups:
First, the group of financial criteria, with a maximum of 30 points, consisting of 4 criteria:
- Criterion 1: Capital of the cooperative;- Criterion 2: Assets of the cooperative;- Criterion 3: Business results of the cooperative in the year;- Criterion 4: Allocation to the cooperative's funds.
Second, the group of governance, management, and cooperative capacity criteria, with a maximum of 30 points, consisting of 5 criteria:
- Criterion 5: Compliance with laws in the organization and operation of the cooperative;- Criterion 6: Resolution of disputes and complaints;- Criterion 7: Level of management and executive staff;- Criterion 8: Regimes and policies for members and employees;- Criterion 9: Degree of application of scientific and technological advances, brand building, value chains.
Third, the group of criteria for members, member benefits, and communities, with a maximum of 40 points, consisting of 6 criteria:
- Criterion 10: Level of member participation in the cooperative;- Criterion 11: Member benefits;- Criterion 12: Products and services provided by the cooperative to members;- Criterion 13: Information, communication, training, and development work;- Criterion 14: Degree of positive impact on the community;- Criterion 15: Cooperative being awarded within the year.
