Circular 07/2018/TT-BKHDT has been issued by the Ministry of Planning and Investment to guide the emulation and commendation activities in the Planning and Investment sector.

The organization of emulation and commendation must be based on the following contents:

- Clearly define the objectives, scope, and subjects of the emulation; set specific targets and contents for the emulation.- Propose appropriate contents and forms for launching the emulation. Emphasize the propaganda about the contents and significance of the emulation period, promoting the spirit of responsibility and voluntary awareness of the public.- Implement measures to mobilize the public to participate in the emulation movement and monitor the organizational process. Organize the directive at key points to evaluate the achieved results, existing issues, limitations, and propose corrective measures to effectively direct and implement in the future.- Organize preliminary and final summaries, evaluate the results of the emulation movement and select outstanding collectives and individuals to commend or recommend to higher authorities for commendation.
