Formulating a Plan for Natural Disaster Response for Construction Projects and Downstream Areas of Dams

According to Circular 09/2019/TT-BCT, the preparation and adjustment of the disaster response plan for the construction, downstream region of the dam during the construction process are implemented as follows:

- The owner of the dam, hydroelectric reservoir is responsible for preparing the disaster response plan for the construction, downstream region of the dam during the construction process and submitting it to the receiving agency for appraisal according to the regulations in Clause 4, Article 7 of Decree 114/2018/ND-CP.- In case the construction progress of the dam, hydroelectric reservoir changes compared to the approved disaster response plan for the construction, downstream region of the dam during the construction process and is no longer suitable with the meteorological and hydrological conditions at the time of construction, the owner of the dam, hydroelectric reservoir is responsible for reviewing and adjusting the plan and submitting it to the competent authority for approval according to the regulations in Clause 5, Article 7 of Decree 114/2018/ND-CP.

Furthermore, Circular 09/2019/TT-BCT also stipulates that the flood prevention plan for the downstream region of the hydroelectric dam approved according to the regulations in Decree 72/2007/ND-CP will continue to be effective until an emergency response plan is approved according to the regulations in Decree 114/2018/ND-CP.
