Regarding this matter, LawNet would like to answer as follows:
On May 20, 2024, the Director General of the General Department of Taxation issued Decision 669/QD-TCT on the Regulations for the Management, Use, and Organization of Examinations and Tests on the online examination software of the General Department of Taxation of Vietnam
According to Article 8 of the Regulations issued together with Decision 669/QD-TCT in 2024, the form of examination on the online examination software of the General Department of Taxation is as follows:
- Multiple-choice examination: This is a form where the examinee directly chooses from the available answer options on the test or fills in the appropriate answer in the blank space.
- Essay examination: This is a form where the examinee directly inputs the content of the essay examination on the interface of the online examination software.
- Combination of multiple-choice and essay examination: This is a form where the examinee combines the multiple-choice format (for sections requiring multiple-choice) and the essay format (for sections requiring essay) on the online examination software.
- Completion of assignments: This is a form where the examinee directly inputs the content of the assignment on the interface of the online examination software.
The responsibilities and powers of examinees are regulated in Article 12 of the Regulations issued together with Decision 669/QD-TCT in 2024 as follows:
- Examinees on the online examination software must take the examination on a computer with stable internet connection at the examination venue (for centralized examination); or must take the examination on an electronic device with stable internet connection (for decentralized examination).
- For centralized online examination:
+ Examinees must be present in the examination room at least 30 minutes before the start of the examination. They must follow the instructions of the invigilator.
+ For centralized examination, examinees must present their identity card to the invigilator/examination system for verification before entering the examination room.
+ If any mistakes or confusion regarding the surname, given name, middle name, date, month, year of birth, etc., are found in the examination list or examination form, examinees must inform the invigilator to report to the organizing unit of the examination for timely adjustment.
+ Examinees must sit in the assigned seat number indicated by the invigilator.
+ Any questions by the examinee must be asked openly to the invigilator in the examination room without affecting others; examinees must maintain order in the examination room. During the examination, examinees are not allowed to leave the examination room, except in exceptional cases permitted by the invigilator.
- Examinees must keep the examination code confidential as regulated, and it is strictly prohibited to share the examination code with others.
- In case of any abnormal incidents related to the examination of the examinee on the online examination software, the examinee must promptly inform the invigilator for handling according to regulations.
- Prohibited actions of examinees:
+ Prohibited all forms of substitution during the examination; any copying, transmitting of examination data or any information related to the examination or questions outside the examination room, or receiving solutions, answer information from outside into the examination room.
+ Prohibited the use of mobile phones, technical devices for recording, receiving, transmitting information, external data storage devices such as USB, HDD... audio recording, video recording devices, etc.
+ Prohibited exchanging, using the examination code of others during the examination process; exchanging with other examinees in the examination room; deliberately logging out of the software; deliberately exiting the examination screen beyond the allowed time and other violations.
- When an unclear question is found, the examinee should report it to the invigilator, record the image by taking a screenshot and printing it for record-keeping, and at the same time, make a note in the minutes (with confirmation from the examinee and the invigilator) to report to the organizing unit of the examination for consideration and resolution.
- When the time for completing the examination expires, the examinee must submit the examination and exit the online examination software. For centralized examination, examinees are not allowed to leave the examination room until they have fully signed their name on the list of submitted examinations and the invigilator has confirmed the complete examination data; if the examinee does not sign their name on the list of submitted examinations, it will be considered as not taking the examination and receiving a score of 0 for that examination session.
