On July 18, 2024, the Ministry of Public Security issued Decision 5287/QD-BCA announcing new administrative procedures in the field of registration and management of road motor vehicles under the authority of the Ministry of Public Security.

First-time vehicle registration procedure using wholly online public service for domestically manufactured and assembled vehicles in Vietnam

- Procedure

Step 1:

In the case of a Vietnamese citizen (vehicle owner) registering their vehicle for the first time using a full online public service for domestically manufactured and assembled vehicles, they should prepare the vehicle documents and take a photo of the vehicle (taken from the front of the vehicle at a 45-degree angle, ensuring the vehicle's design is clearly visible).

The vehicle owner logs in with a level 2 e-identification account on the public service portal or the National Identification Application and accurately, fully, and honestly declares the required information in the vehicle registration form, uploads the vehicle photo as instructed, and submits via the public service portal or the National Identification Application.

Step 2: The vehicle owner selects a license plate (if they already have a designated plate or auction plate) or presses the license plate button on the public service portal or the National Identification Application.

Step 3: The public service portal and the National Identification Application notify the service code and the vehicle license plate issued to the vehicle owner; guide the payment of vehicle registration fees via phone message or email or notify on the National Identification Application for the vehicle owner to pay the registration fee through the integrated payment utility on the public service portal, National Identification Application.

Step 4: After successfully paying the registration fee, the public service portal and the National Identification Application notify the vehicle owner of the completion of the fee payment.

Step 5: The vehicle registration officer receives, checks, and adjusts the first-time full online vehicle registration data from the public service portal, the National Identification Application transferred to the vehicle registration and management system. The officer prints the vehicle registration form, certifies the vehicle registration certificate; submits it to the competent authority for approval, signs the vehicle documents, vehicle registration book, and related papers; stamps the vehicle documents; digitally signs the vehicle registration certificate to return the vehicle registration results via the public service portal and the National Identification Application as prescribed.

Step 6: The vehicle owner receives a notice of the document's result from the Ministry of Public Security’s public service portal via phone message or email or notification on the National Identification Application. The owner submits the Manufacturing Quality Inspection Certificate (with attached engine number and chassis number rubbing, stamped by the manufacturer) and receives the vehicle registration certificate and license plate via public postal service.

Step 7: The vehicle registration officer receives the Manufacturing Quality Inspection Certificate (with attached engine number and chassis number rubbing, stamped by the manufacturer) to check and compare with the data on the vehicle registration and management system, signs to confirm the check and comparison on the engine number and chassis number rubbing to file into the vehicle registration documents; scans the engine number and chassis number rubbing (attached to the Manufacturing Quality Inspection Certificate) and uploads it to the vehicle registration and management system.

- Implementation Method:

+ Online: Submit documents online on the Public Service Portal or the National Identification Application.

+ Via public postal service: Submit the Manufacturing Quality Inspection Certificate (with attached engine number and chassis number rubbing, stamped by the manufacturer) when receiving results via public postal service.

- Document Components and Quantity:

+ Document Components:

(1) Vehicle owner's documents: Extracted from the database via electronic identification account.

(2) Vehicle registration form: Declare information online, upload a photo of the vehicle on the public service portal or National Identification Application.

(3) Vehicle documents: Use electronic data from the registration authority, tax authority; Manufacturing Quality Inspection Certificate (with attached engine number and chassis number rubbing, stamped by the manufacturer) submitted via postal service upon receipt of results.

+ Document Quantity: 01 (one) set.

- Processing Time:

+ Issuance of the first-time designated license plate and vehicle registration certificate: No more than 02 working days from the date of receipt of the complete valid application.

+ Reissuance of designated license plate, auction plate, and vehicle registration certificate: No more than 07 working days from the date of receipt of the complete valid application.

- Subjects of Administrative Procedure:

Vietnamese citizens registering their vehicle for the first time for domestically manufactured and assembled vehicles via the full online public service.

- Handling Authority:

+ Provincial vehicle registration authority (Provincial Police Traffic Police Department): Conduct registration for cars, tractors, trailers, semi-trailers, and similar types of cars (hereinafter referred to collectively as automobiles) of Vietnamese citizens residing in districts, cities under centrally-governed cities; city-district, district-level town of a province where the Traffic Police Department is headquartered; cars registered with auctioned license plates.

+ District vehicle registration authority: District-level police conduct registration for all types of automobiles; motorcycles of Vietnamese citizens residing in the locality except in cases assigned to provincial, communal vehicle registration authorities.

+ Communal vehicle registration authority: Communal police where authorized to conduct motorbike and moped registration for Vietnamese citizens residing in the locality.
