Financial Work for the Training Program of Nursing at University and College Levels

Recently, the Ministry of Education and Training issued Circular 33/2014/TT-BGDDT promulgating the Regulations on standards for evaluating the quality of nursing training programs at university and college levels.

Circular 33/2014/TT-BGDDT stipulates the standards for Financial Management Serving the Training Program for Nursing at the university and college levels as follows:

1. Have a financial plan and financial management ensuring the operation of nursing training.

- Have an annual detailed and clear budget forecast for the training program;- Ensure the participation of units implementing the program in building and allocating finances for the program's activities;- Ensure the funds are allocated conformably, effectively serving the program's activities, meeting the requirements for professional practice training and clinical practice for students.

2. Implement policies for inspecting, monitoring, evaluating, and reporting finances as prescribed.

- Have a system of documents and forms managing financial activities;- Annually, have settlement reports and evaluations of the effectiveness of financial sources serving the program’s activities;- Annual audit results showing no financial violations.

3. Have legitimate financial sources serving the program.

- Have legitimate financial sources supporting the program’s training activities;- Have legitimate financial sources supporting the program’s scientific research work;- Have strategies to increase funding from legitimate sources to meet training and scientific research activities.

4. Ensure financial transparency and have mechanisms for staff and lecturers to participate in financial inspection and monitoring.

- Have transparent and reasonable internal spending regulations built on extensive consultation with all members in the department and school;- Have mechanisms for staff and lecturers to participate in financial inspection and monitoring;- Annually disclose finances to staff and lecturers for feedback and suggestions.
