Financial Mechanism for Supporting Annual Artificial Insemination in Pig, Buffalo, and Cattle Farming

1. Based on the application of the livestock household owner confirmed by the People's Committee of the commune level; confirmation of the livestock household owner regarding the actual type of semen received for support; monthly or quarterly, designated production and business facilities for breeding materials or livestock materials that provide doses of semen and materials in the area are responsible for compiling a summary table of livestock households, types of semen, quantity of semen doses, and breeding materials supported according to the locality of each commune and sending it to the Commune People's Committee for confirmation.

2. Based on the unit price of semen doses and materials according to the standards regulated by the Provincial People's Committee; the contents and support levels stipulated in Clause 1, Article 3 of Decision No. 50/2014/QD-TTg and the actual support provided to livestock households regarding the type of semen, semen doses, and breeding materials according to regulations; the providing facilities for semen and materials determine the funding needs that have been supported for the livestock households and send it to the Department of Agriculture and Rural Development for compilation and review, and then to the Department of Finance for appraisal to submit to the Provincial People's Committee for approval as a basis for payment and support according to regulations.

3. The funding for artificial insemination support is provided to the facilities supplying semen and materials (not directly supported to the livestock households).
