On August 30, 2017, the Minister of Finance (Hanoi, Vietnam) issued Circular 90/2017/TT-BTC stipulating the implementation of the financial autonomy mechanism of public scientific and technological institutions in Vietnam
The Circular stipulating the implementation of the financial autonomy mechanism of public scientific and technological institutions in accordance with Decree 54/2016/ND-CP dated June 14, 2016, by the Government of Vietnam, stipulating the autonomy mechanism of public scientific and technological institutions and Decree 16/2015/ND-CP dated February 14, 2015, by the Government of Vietnam, stipulating the autonomy mechanism of public service providers.
The Circular applies to public scientific and technological institutions established by competent authorities as stipulated in points a, b, c, d, dd, e, g Clause 1 Article 12 of the Law on Science and Technology No. 29/2013/QH13.
Public scientific and technological institutions under the Ministry of National Defense, Ministry of Public Security, political organizations, and socio-political organizations shall apply as stipulated in this Circular and other related regulations.
Non-public scientific and technological institutions can apply the financial autonomy mechanism as stipulated in this Circular...
This Circular takes effect in Vietnam from October 28, 2017.
The Joint Circular 121/2014/TTLT-BTC-BKHCN dated August 25, 2014, by the Ministry of Finance and the Ministry of Science and Technology (Hanoi, Vietnam) guiding the preparation of estimates, management, use, and settlement of funds to perform regular tasks according to the functions of public scientific and technological institutions shall be annulled from the date Circular 90/2017/TT-BTC takes effect in Vietnam.
