The Ministry of Finance issued Circular 256/2016/TT-BTC, which came into effect from January 1, 2017, prescribing the levels of collection, collection policies, submission, and management of fees for issuing Citizen Identity Cards (CCCD). Vietnamese citizens aged 16 and above must pay fees when applying for a new, replacement, or re-issuance of the CCCD card.
To be specific, the fee for citizens aged 16 and above applying for a new CCCD card; replacing the CCCD card when reaching 25, 40, 60 years old; converting from a 9-number or 12-number identity card to a CCCD card is 30,000 VND per CCCD card.
In the case of replacing a CCCD card that is damaged and unusable; changing information on the surname, middle name, first name; identifiable features; re-determination of gender, native place; having errors on the card; upon the citizen's request, the fee is 50,000 VND per card.
For reissuance of the CCCD card in case of card loss, reinstatement of Vietnamese nationality according to the Law on Vietnamese Nationality, the fee is 70,000 VND per card. Citizens permanently residing in communes, commune-level towns in mountainous areas; border communes; island districts shall pay 50% of the above-stated fee for issuing CCCD cards.
Circular 256/2016/TT-BTC also specifies cases exempt from fees, including: Citizens under 16 years old applying for a new, replacement, or reissued CCCD card. Replacing the CCCD card when the State changes administrative boundaries. Issuance, replacement, or reissuance of CCCD cards for citizens who are parents, spouses, children under 18 years of age of martyrs; wounded soldiers, persons entitled to policies like wounded soldiers; children under 18 years old of wounded soldiers and those entitled to policies like wounded soldiers, sick soldiers; citizens in communes, commune-level towns in highland areas as prescribed by the Committee for Ethnic Minority Affairs; citizens from poor households as prescribed by law.
