On November 10, 2016, the Ministry of Finance issued Circular 214/2016/TT-BTC stipulating the rates, collection policies, submission, management, and use of fees for appraising the content of non-commercial documents for publishing licensing, licensing fees for importing non-commercial publications, and registration fees for importing publications for commercial purposes.
According to the provisions stipulated in Circular 214/2016/TT-BTC, the fee rates are regulated as follows:
- Appraisal fees for non-commercial documents to issue publication licenses:
- Printed documents on paper: VND 15,000 per standard page;- Electronic documents in readable format: VND 6,000 per minute;- Electronic documents in audio-visual format: VND 27,000 per minute.
- License fee for importing non-commercial publications: VND 50,000 per application.- Registration fee for importing publications for commercial purposes: VND 50,000 per application.
Also according to Circular 214/2016/TT-BTC, the fee and charge payers include:
- Agencies and organizations must pay appraisal fees when submitting applications for licensing non-commercial documents.- Agencies, organizations, and individuals must pay the licensing fee when submitting applications for importing non-commercial publications or registration applications for importing publications for commercial purposes.
