On October 2, 2014, the Ministry of Education and Training promulgated Circular 33/2014/TT-BGDDT issuing Regulations on the standards for assessing the quality of nursing training programs at university and college levels.

Circular 33/2014/TT-BGDDT provides detailed regulations on Standard 4: Faculty, Staff, and Personnel Participating in the Nursing Training Program at University and College Levels as follows:
- The management staff meets the standards as prescribed for nursing training at university and college levels;- The management staff are clearly defined in terms of responsibility and authority for managing the organization and learning activities;- Periodic evaluation summaries are conducted to enhance the management efficiency of the management staff.
- Holds a PhD in nursing or medical science for the Head of the Nursing Department at the university level and a master's degree or higher in nursing or medical science for the Head of the Nursing Department at the college level;- Has a minimum of 10 years of teaching and clinical experience for the Head of the Nursing Department at the university level and 5 years for the Head of the Nursing Department at the college level;- Has training, fostering, and experience in management.
- Sufficient number of faculty to implement the training program and conduct scientific research, with a maximum of 15 students per full-time lecturer at the university level and 20 students per full-time lecturer at the college level;- Full-time faculty members handle at least 70% of the training program's workload at the university level and 60% at the college level;- Faculty members ensure an appropriate structure for teaching theoretical, practical, and clinical subjects.
- Theory lecturers in nursing have a minimum qualification of a master's degree for university training and a bachelor's degree for college training;- Theory lecturers in nursing have at least 5 years of clinical experience in the specialty for university training and 3 years for college training;- Theory lecturers in nursing have certificates in educational pedagogy if they have not undergone formal pedagogical training.
- Clinical practice lecturers are nurses and other health professionals with a minimum qualification of a bachelor's degree;- Clinical practice lecturers must be proficient in clinical skills and clinical teaching methods in their specialty;- Health personnel participating in clinical practice guidance must have a minimum qualification of a bachelor's degree, at least 3 years of professional experience in the guided field, and be trained in pedagogical skills.
- Recruitment of nursing lecturers is in accordance with the Law on Public Employees and current guiding documents;- Recruitment of lecturers who have the capacity and qualifications meeting the standards, suitable for the nursing training specialty;- Recruitment of lecturers who have the expertise and capability to develop, implement, evaluate, and adjust teaching programs.
Lecturers particularly comply with their assigned duties according to the provisions of the Higher Education Law.
Lecturers are reasonably assigned teaching and are facilitated to improve their qualifications.
Lecturers are periodically evaluated for competence and are facilitated to complete tasks.
The staff team meets the training program's requirements.
- The staff team is sufficient in quantity, meets the requirements regarding ethical qualities, professional, and operational qualifications;- The staff team is periodically fostered in professional skills;- The staff team effectively performs the assigned tasks.
