Expenses for Domestic Training and Retraining in Accordance with Circular 88/2017/TT-BTC

For the postdoctoral training format:

Learners who are admitted to postdoctoral training in the country (with a research outline approved by the Ministry of Science and Technology and admitted to a reputable scientific research and technology development institution in the country for training) are considered for support with a funding amount to carry out research tasks according to the approved outline.

The maximum support funding does not exceed 200 million VND/entire training period.

Payment and settlement of support funding are conducted according to regulations in Joint Circular 27/2015/TTLT-BKHCN-BTC dated December 30, 2015, of the Ministry of Science and Technology, the Ministry of Finance on regulations for lump-sum expenditures for scientific and technological tasks using state budget funds.

For the training format of science and technology management personnel:

The content and expenditure standards are implemented according to the provisions in Circular 139/2010/TT-BTC dated September 21, 2010, on the preparation of estimates, management, and use of funds from the state budget dedicated to training and retraining officials.

For costs of hiring foreign experts to teach: The qualifications and competencies of the experts are determined by requirements from specific training programs according to the annual training plan of the Ministry of Science and Technology. The payment for foreign experts and lecturers participating in teaching in the training courses of Scheme 2395 will be decided by the Minister of Science and Technology after agreement with the experts according to the contract and within the approved estimate.

Circular 88/2017/TT-BTC takes effect from October 7, 2017.
