Circular 07/2018/TT-BTC was issued by the Ministry of Finance on January 24, 2018, specifying the expenditure levels for literacy eradication and education universalization activities.
Circular 07 stipulates the expenditure levels for literacy eradication and educational universalization, including:
- Expenditures on investigation and survey for contents: illiterate and re-illiterate persons within the age range of 15-60; universalization of preschool education, primary education, and lower secondary education; assessment and recognition of educational universalization and literacy eradication;
- Expenditures supporting educational materials and learning documents for implementing literacy eradication and re-illiteracy prevention:
- For students of literacy eradication classes, the state supports educational materials. Depending on the actual local situation, the provincial People's Committee approves the list of educational materials and the quantity of educational materials supported within the scope of secondary school educational materials;- For night classes of educational universalization and literacy eradication, the state budget supports expenses for night lighting, purchasing notebooks to track learning progress, and shared textbooks. The actual support level is determined by the local authorities based on balanced financial resources, scale, and operational time of literacy eradication classes.
- Expenditures on propagation and mobilization of illiterate and re-illiterate persons to attend literacy eradication classes. The actual support level is determined by the local authorities based on balanced financial resources, scale, and operational time of literacy eradication classes.
- Expenditures supporting preschool education universalization for children aged 5, primary education universalization, and lower secondary education universalization: Support for facilities of preschools, primary schools, and lower secondary schools to ensure conditions as stipulated regarding school scale, facilities, and equipment meeting the national standard level (1). Procurement is conducted in accordance with current regulations on the procurement of goods, materials, equipment, and relevant documents.
- Remuneration payments for teachers and non-permanent instructors teaching literacy eradication and re-illiteracy prevention classes, specifically:
- For permanent teachers: The remuneration is calculated based on actual teaching hours. In cases where teaching hours exceed the standard limit, payment will be made;- For non-permanent individuals who meet the standards and have the capability to teach and voluntarily participate in teaching literacy eradication classes:- For remunerated cases: The state budget supports remuneration payment to these individuals based on an agreed contract. The maximum remuneration rate as per the contract is equivalent to the salary of a permanent teacher with the same education level, teaching experience, and at the same education level, following the legal salary schedule;- For volunteers: The state budget supports food, accommodation, and travel expenses for these individuals in accordance with travel allowance policies.
