Exemption of Medical Examination and Treatment Costs for Suspected and Infected Covid-19 Patients

Specifically, in the Official Dispatch, the Ministry of Health provides guidance on payment of medical examination and treatment fees for acute respiratory infections caused by nCoV as follows:

- In the following cases, patients are exempted from medical examination and treatment fees according to Circular 32/2012/TT-BTC regulating policies, management, and use of funds for those applying medical isolation measures, coercive medical isolation:

- Suspected nCoV infection cases;- Possible nCoV infection cases;- Confirmed nCoV infection cases.

Note, the above-mentioned cases are determined according to the Ministry of Health's guidance on diagnosing and treating acute respiratory infections caused by nCoV. The list of medical equipment, pharmaceuticals, and consumable medical supplies for diagnosis and treatment is implemented according to the Health Examination and Treatment Management Department's guidance on the list for treating isolated units.

- In cases where individuals applying medical isolation measures specified in Decree 101/2010/ND-CP contract other diseases during the isolation period and need examination or treatment, or are under treatment for other diseases and are subject to medical isolation measures:

+ Patients with health insurance cards will have their treatment costs for other diseases covered by the health insurance fund within the scope of rights and benefits as in emergency cases, excluding the exempted medical examination and treatment costs mentioned above.

If treated at a facility without a health insurance contract, the health insurance fund will directly cover costs within the scope of rights and benefits as in emergency cases, excluding the exempted medical examination and treatment costs mentioned above;

+ Patients without health insurance cards must pay the treatment costs for other diseases according to the legal regulations on medical service pricing.

- In cases where patients voluntarily go for medical examination and treatment and the medical facility concludes that no medical isolation measures are required:

+ Patients with health insurance cards will have their medical examination and treatment costs covered by the health insurance fund as per the legal regulations on health insurance.

+ Patients without health insurance cards must pay the costs per the legal regulations on medical service pricing.
