Evaluation of the Implementation of National Target Programs Approved by the Prime Minister until 2015

On June 28, 2013, the Ministry of Finance issued Circular 90/2013/TT-BTC providing guidance on the preparation of the state budget estimates for 2014.

Under Article 5 of Circular 90/2013/TT-BTC, regulations on evaluating the implementation status of the National Target Programs, Programs, and Schemes carried out by Ministries, Central agencies, and localities as approved by the Prime Minister of the Government of Vietnam for implementation until 2015 are as follows:

- Ministries, central agencies, and localities shall evaluate the allocation, assignment, and implementation of budget estimates for the national target programs, programs, and schemes in 2013; the advantages, difficulties, and obstacles (if any) in the implementation.

Evaluate the results of the 2011-2013 three-year performance of each national target program, each program, and scheme. Based on that, propose methods to integrate some contents of projects, national target programs, and programs with similar objectives; propose amendments to some criteria of the National Target Program for Building New Rural Areas to suit the actual conditions in the localities.

- For national target programs, programs, and schemes implemented with external funding sources, evaluate the disbursement status of external funds, and make recommendations (if any). Evaluate the effectiveness of using external funds for expenditures on training, capacity building, legal document drafting, institutional strengthening, and communication.

- Evaluate the local budget balance and community mobilization capacity to implement the national target programs, programs, and schemes in the area. If the mobilization level is lower than expected, propose practical solutions to ensure resources for achieving the program objectives in the area.
