Article 11 Circular 35/2014/TT-BKHCN stipulates the establishment of the Judicial Expertise Council in the field of science and technology in Vietnam as follows:

The Judicial Expertise Council is established by the Minister of Science and Technology in cases specified in Article 30 of the Law on Judicial Expertise.
Establishment of the Judicial Expertise Council:

- The Legal Department presides, cooperates with the Personnel Department to select experts, judicial expertise individuals according to cases, individuals with experience, and appropriate expertise for the content needing expertise, and completes the dossier to submit to the Minister of Science and Technology for the decision to establish the Council;

- The components, number of members, and operating mechanism of the Judicial Expertise Council are implemented according to Article 30 of the Law on Judicial Expertise.
