Recently, the Ministry of Science and Technology issued Circular 33/2014/TT-BKHCN Promulgating the regulation on the management of ministerial-level scientific and technological tasks by the Ministry of Science and Technology, which stipulates the establishment of the Advisory Council to determine scientific and technological tasks.

The establishment of the Advisory Council is conducted as follows:
The Planning and Synthesis Department submits to the Minister the establishment of Advisory Councils for identifying science and technology tasks.
The Advisory Council for Identifying Science and Technology Tasks (hereinafter referred to as the Council) consists of 05 members: Chairman, Vice Chairman, 02 Review Members, and 01 Member.
The Council is tasked with advising and identifying the list of proposed science and technology tasks: defining the name, objectives, expected outcomes, and the method of implementation (selection or direct assignment) for each science and technology task.
The Council's meeting documents are to be sent by the Planning and Synthesis Department to the Council members at least 03 working days before the meeting date, including:
- Proposal Form for Science and Technology Tasks from organizations or individuals according to the template (PL1-PDXNV).- Official Dispatch proposing science and technology tasks along with a summary list of tasks according to the template (PL1-THDX).- Search results on related science and technology tasks according to the template PL2-KQTrC (the Planning and Synthesis Department is responsible for information search).
