Establishment, Allocation of Estimates, Management and Settlement of Funds for the Implementation of the National Target Program on Education

Circular 86 stipulates the preparation, allocation, execution, and settlement of funds for the Education Target Program under the provisions of the Law on State Budget and the guiding documents on the implementation of the Law on State Budget, ensuring the completion of the goals and tasks of the Education Target Program.

- The Departments of Education and Training of provinces and centrally-administered cities shall take the lead, in cooperation with relevant agencies, to develop the plan and budget estimate for the implementation of the provincial and centrally-administered city's Education Target Program and submit it to the Department of Finance, the Department of Planning and Investment for consolidation and submission to the provincial or centrally-administered city's People's Committee for approval and submission to the Ministry of Education and Training.- Annually, based on the proposals of provinces regarding the content, tasks, and budget for implementing the Education Target Program; based on the implementation status of the previous year's Education Target Program objectives, the objectives of each task for the period 2016-2020, and the estimated state central budget for the following year; the Ministry of Education and Training shall review the subjects, objectives, and tasks of the Education Target Program and formulate the budget estimate for implementing the Education Target Program to send to the Ministry of Finance and the Ministry of Planning and Investment for consolidation as per regulations.- Based on the budget estimate allocated by the Prime Minister of the Government of Vietnam for the Education Target Program; based on the guidance of the Ministry of Education and Training, the People's Committees of the provinces and centrally-administered cities shall assign the Department of Education and Training to take the lead, in cooperation with the Department of Finance, the Department of Planning and Investment, and relevant agencies, to develop the budget allocation plan for the implementation of the Education Target Program from the central budget and arrange local budget sources, mobilize other funding sources to implement the Education Target Program locally. The allocated budget shall ensure that it is not lower than the budget estimate assigned by the Prime Minister of the Government of Vietnam.- Once the budget allocation plan for the Education Target Program is approved, the People's Committees of the provinces and centrally-administered cities are responsible for sending the budget allocation results (detailed for each task) to the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Planning and Investment as per regulations.
