The Civil Aviation Authority of Vietnam has just issued a Directive on enhancing and improving aviation safety measures.

Regarding this matter, LawNet responds as follows:

On May 31, 2024, the Civil Aviation Authority of Vietnam issued Directive 2650/CT-CHK on enhancing measures to ensure aviation safety.

Enhancement of measures to ensure aviation safety in Vietnam​

Due to the impact of the PW1100 engine recall, a significant portion of the A321NEO fleets of Vietnamese airlines had to be grounded (22 out of 45 aircraft), leading to a shortage of aircraft to maintain air transportation operations. To sustain operations, airlines have optimized aircraft usage time to meet the transportation demands of Vietnam's aviation sector.

To ensure effective and safe aircraft utilization, the Civil Aviation Authority of Vietnam directs:

(1) Aircraft operators and maintenance organizations

- Proactively review the overall maintenance process, optimize maintenance plans, allocate sufficient time for aircraft maintenance, and adequately prepare materials, parts, equipment, and tools for aircraft maintenance to promptly detect and thoroughly remedy defects, ensuring the aircraft is deployed in optimal condition.

- Organize and maintain oversight of maintenance activities to ensure full, compliant execution of maintenance procedures and guidelines, and safety regulations during maintenance operations.

- Ensure periodic training for aviation staff, incorporating safety investigation system findings into training content.

- Instruct pilots to strictly adhere to policies, regulations, and standard operating procedures, especially under adverse weather conditions, and to assiduously comply with safety directives issued by the Civil Aviation Authority of Vietnam.

- Review and assess the concession granting process authorized by the Civil Aviation Authority of Vietnam to ensure strict compliance. Aircraft operators must not abuse concessions to extend defect rectification timelines.

- Fully implement safety management program requirements, focusing on mandatory and voluntary reporting, enhancing safety culture, ensuring incidents are investigated, analyzed, and effectively prevented.

(2) Aviation Port Authorities

- Aviation Port Authorities should increase inspections and supervision at aircraft parking areas, ensuring maintenance is carried out by licensed, certified technical staff; promptly detect and address violations in operational and maintenance activities.

(3) Flight Safety Standards Department - Civil Aviation Authority of Vietnam

- Enhance inspections, supervision of maintenance, operational activities, and training for pilots and aircraft maintenance technicians.

- Tighten concession granting processes, promptly advise the leadership of the Civil Aviation Authority of Vietnam to revoke granted concessions when abuse is detected.

Leaders of relevant agencies and units must seriously implement this directive. During implementation, any obstacles or proposals should be promptly reported to the Civil Aviation Authority of Vietnam for resolution.
