This is one of the noteworthy contents in the Draft Population Law 2020, expected to be issued in 2020.

To be specific, in Article 24 of the Draft Population Law 2020, some measures are proposed to distribute the population in rural areas, border regions, and islands as follows:

- The distribution of the population in rural areas, border regions, and islands must be associated with economic restructuring, agricultural industrialization and modernization, the construction of new rural areas, climate change adaptation, narrowing the development gap between regions, and creating stable and long-term living conditions for residents in border regions and islands.

- Local authorities at all levels, according to their assigned functions and duties, are responsible for implementing programs, loan projects, creating jobs, increasing incomes, building new rural areas, planning, arranging, and stabilizing the population in necessary places to stabilize the lives of ethnic minorities, limiting nomadic habits, and spontaneous migration; implementing policies for residents to live stably and long-term in border regions and islands, and in areas critical to national defense and security.

Through this, the redistribution of the population in rural areas, islands, and border regions contributes to economic restructuring and national modernization. Residents in remote areas are prioritized for economic development loans and the construction of new rural areas according to the general development plan, stabilizing the lives of ethnic minorities and border and island communities.
