On February 10, 2019, Circular 46/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (MOLISA) stipulating the minimum knowledge volume and competency requirements that learners must acquire upon graduation at intermediate and college levels in the fields of materials, metallurgy, manufacturing, and other technical technologies came into effect.

According to the provisions on the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in traffic engineering technology, issued along with Circular 46/2018/TT-BLDTBXH, it is stipulated that after graduation with an intermediate level in traffic engineering technology, learners are capable of meeting the requirements for positions in the industry, including:
- Traffic construction surveying;- Road design, drainage system, and auxiliary system surveying;- Bridge design surveying;- Road construction, drainage system, and auxiliary system construction;- Bridge construction.
Additionally, the capacity for self-study and advancement for learners is regulated as follows:
- The minimum amount of knowledge and competency requirements that learners must achieve after graduating from the intermediate level in traffic engineering technology can further develop at higher levels;- Graduates are capable of self-study, self-updating scientific and technological advances within the industry to improve their level, or engage in bridging studies to higher levels within the same industry or within related sectors or in the same field of training.
