Electricity Usage Norms in Cryptographic Workrooms

The Ministry of Defense has just issued Circular 05/2015/TT-BQP stipulating the standards for equipping dining halls, kitchens, catering tools; norms for electricity usage at warehouses and technical areas; standards, and equipment for generators for units and organizations of the cipher force, and official business supplies in cipher work offices.

Electricity usage norms for export, import, storage, maintenance, repair, and preservation of equipment, technical documents, and transportation means at warehouses and technical areas are implemented as follows:

1. The electricity usage norms for the export, import, storage, maintenance, repair, and preservation of equipment and technical documents (hereinafter collectively referred to as warehousing work) are the electricity consumption levels (measured in KWh) prescribed for use in a month for a unit volume of goods in the warehouse or station to conduct the tasks as assigned at warehousing facilities, including:

- Electricity consumption for electrical devices used in the export, import, transportation, inspection, storage, and maintenance of materials, equipment, goods, and cryptographic products in the warehouses of units and organizations within the cipher force;- Electricity consumption for lighting to facilitate work in the warehouse and protection of the warehouse area.

2. The electricity usage norms for means of transportation and spare parts at warehouses and technical areas (hereinafter collectively referred to as technical work) are the electricity consumption levels (measured in KWh) prescribed for use in a month by units and organizations within the cipher force to ensure the technical tasks for use, technical training, and specialty operations of the cipher force, including:

- Electricity consumption for inspection, testing, and trial operation of cryptographic technical equipment to ensure specialty operations and technical training at technical areas of units and organizations within the cipher force;- Electricity consumption for the export, import, storage, maintenance, repair, and preservation of cryptographic technical equipment at facilities, workshops, warehouses, and technical areas of units and organizations within the cipher force;- Electricity consumption for equipment ensuring the maintenance of storage environmental conditions and securing certain equipment, materials, and goods in the warehouse (components warehouse, electronic equipment, optical devices, chemicals, etc.); maintaining environmental conditions for the calibration and quality measurement rooms, and the equipment testing rooms;- Electricity consumption for lighting protection of the workshop area and technical areas.
