Effective April 1, 2020, what does the energy information content include?

The Ministry of Industry and Trade has officially signed and promulgated Circular 34/2019/TT-BCT stipulating regulations on the energy information system.

Currently, energy information refers to data, statistics, and details concerning the supply, conversion, and use of energy; the technical specifications of energy infrastructure; energy prices; energy statistical indicators; and other related information. According to Circular 34/2019/TT-BCT, the contents of energy information include:

  1. Information on Energy Supply and Demand Balance:

- Information and data on primary energy supply;- Information and data on energy production and conversion;- Information and data on final energy and non-energy consumption.

  1. Information on Energy Infrastructure Technical Specifications:

- Power plants;- Plants for self-generation and cogeneration of electricity and heat;- Transmission lines and substations;- Oil refineries and condensate processing plants;- Natural gas processing plants;- Biofuel production and blending stations;- Compressed natural gas (CNG) production plants;- Other energy production and conversion plants.

  1. Information on Average Annual Energy Prices:

- Coal;- Natural gas;- Petroleum products;- Electricity;- Other forms of energy.

Additionally, there is other information according to international energy statistical standards, which falls under the purview of the Ministry of Industry and Trade.

The Circular regulates that the lead coordinating unit, in collaboration with relevant units, is responsible for establishing and operating the energy information system, energy database, and energy information system website. The lead unit shall submit proposals for resource allocation and funding for the establishment and operation of the system to the competent authorities for approval.
