On October 31, 2014, the Ministry of Home Affairs issued Circular 13/2014/TT-BNV stipulating the index numbers and standards for professional titles of public employees specializing in archival work.
Tasks and Standards of Training Level for Chief Archivist (Grade II) (Illustrative Photo)
at Clauses 1 and 2, Article 4 of Circular 13/2014/TT-BNV stipulates the tasks and standards of training and retraining for Chief Archivist (Grade II) - Code: V.01.02.01. Specifically, as follows:
1. Tasks:
- Preside over the compilation, establishment of policies, regulations, plans, and standards in archival work; target programs, projects related to archival work, and preside over the implementation of tasks within the assigned scope of responsibility;- Preside over the collection, supplementation of valuable documents into historical archives, organize, assess value, preserve, and serve the exploitation and use of archival documents as prescribed;- Preside over the development of search tool systems and organize various retrieval methods;- Preside over the development or improvement, innovation of archival professional processes;- Preside or participate in the construction of topics, research projects, scientific work at all levels;- Perform other duties assigned by the head of the agency or unit.
2. Standards of training and retraining:
- Graduated from a university majoring in clerical, archival studies or higher; if graduated from another major, must have a certificate of supplementary knowledge, professional skills in archival studies;- Have a foreign language certificate level 3 (or equivalent) according to the Vietnamese foreign language proficiency framework as prescribed;- Have an IT certificate at the standard level of basic IT skills.
