Duties and Rights of the Self-Evaluation Council for Primary Schools

This is one of the fundamental contents stipulated in the Regulations on Educational Quality Assessment and National Standard Recognition for Primary Schools issued together with Circular 17/2018/TT-BGDDT.

According to the content of the Regulation on educational quality evaluation and national standard recognition for elementary schools issued together with Circular 17/2018/TT-BGDDT, the principal makes the decision to establish the self-evaluation council. The council must have at least 07 members.

The composition of the self-evaluation council includes:

- The council president is the principal;- The vice president of the council is the vice principal;- The secretary of the council is the head of the specialized department or the head of the office or other heads of departments (if any) or a competent teacher of the school;- Council members: Representative of the School Council (Board of Management for private schools); head of the specialized department, head of the office; representative of the Communist Party and other mass organizations; representative teachers.

The self-evaluation council has the following duties:

- The council president directs the activities of the council, assigns tasks to each member; approves the self-evaluation plan; establishes the secretary team and working groups to carry out the self-evaluation; directs the process of collecting, processing, and analyzing evidence; completes the self-evaluation report; resolves issues arising during the implementation of self-evaluation;- The vice president of the council performs duties assigned by the council president, directs the council when authorized by the council president;- The council secretary and council members carry out the work assigned by the council president and are responsible for the work assigned.

In addition to the duties, the self-evaluation council also has the rights:

- To organize the implementation of self-evaluation activities and advise the principal on measures to maintain and improve the quality of school activities;- To develop a self-evaluation plan; collect, process, and analyze evidence; write a self-evaluation report; supplement and complete the self-evaluation report when required by the direct management authority; publish the self-evaluation report; store the database on the school's self-evaluation;- To propose the principal hire consultants to help the council implement self-evaluation. Consultants should have in-depth knowledge of quality evaluation and self-evaluation techniques.

These are the contents prescribed in Articles 24 and 25 of the Regulation on educational quality evaluation and national standard recognition for elementary schools issued together with Circular 17/2018/TT-BGDDT, effective October 10, 2018.
