Duties and Powers of the Security Forces of Agencies and Organizations Managing Projects

Ordinance on the Protection of Important Works Related to National Security 2007 was promulgated on April 20, 2007. This law stipulates certain duties as well as the authority of the protection forces of agencies and organizations managing important works related to national security.

To be specific, according to the provisions of Article 16 of the 2007 Ordinance on the Protection of Important Works Related to National Security, the protection force of the agency or organization managing the work has the following tasks:

- Develop protection plans, prepare and drill plans to protect the work;- Coordinate with the Police, Military, and other local forces to implement tasks of securing the safety and security of the work in all situations;- Advise the head of the agency or organization managing the work on establishing protection regulations; guide and inspect officials and individuals working in the worksite to implement regulations on protection tasks;- Patrol and guard the worksite and its protection corridor;- Organize preventive measures, detect, prevent, and combat acts of infringing on the work;- Implement regulations on fire prevention and fighting; ensure the safety of places where documents, warehouses storing explosive materials, flammable substances, and hazardous substances are kept;- In the event of incidents or matters related to protection tasks, promptly notify the nearest Police authority, take immediate prevention measures, secure the scene, conduct verification, and comply with the requirements of the Police authority;- Perform other related protection tasks as guided by authorized agencies, organizations, or individuals as stipulated by law.

Additionally, this Ordinance stipulates that the protection force of the agency or organization managing the work has the following authorities:

- Inspect, urge departments, units, officials, and individuals working in the worksite to implement protection regulations;- Inspect people and vehicles entering or exiting the worksite; handle violations of protection regulations as stipulated by law;- Utilize technical equipment and methods to protect the work as guided by authorized agencies as prescribed by law;- Use support tools and other means as stipulated by law when performing protection tasks.
