Duties and Powers of the SBV in Promulgating Legal Documents

The State Bank of Vietnam is a ministerial-level agency of the Government of Vietnam, the Central Bank of the Socialist Republic of Vietnam. The SBV has the authority and responsibility to draft and promulgate legal documents as follows:

1. Submit to the Government of Vietnam a bill, a draft resolution of the National Assembly, a draft ordinance, a draft resolution of the Standing Committee of the National Assembly; draft decrees of the Government of Vietnam according to the annual legislative agenda and plan of the State Bank of Vietnam that have been approved and projects as assigned by the Government of Vietnam and the Prime Minister of the Government of Vietnam; strategies, master plans, annual and long-term development plans; national target programs, action programs, and important national projects within the scope of management of the State Bank of Vietnam.

2. Submit to the Prime Minister of the Government of Vietnam draft decisions, directives, and other documents within the scope of management of the State Bank of Vietnam or as assigned.

3. Issue circulars and other documents within the scope of state management of the State Bank of Vietnam. Direct, guide, inspect, and take responsibility for organizing the implementation of legal documents; programs, projects, and development plans that have been issued or approved within the scope of management of the State Bank of Vietnam.
