On May 03, 2024, the Central Committee issued Decision 143-QD/TW on the working regulations model for the district committee.

Duties and powers of the district-level Party Secretary according to Decision 143-QD/TW in Vietnam

Article 6 of the Regulations issued with Decision 143-QD/TW of 2024 specifies the duties and powers of the district-level Party Secretary in Vietnam as follows:

The district-level Party Secretary is the head of the district committee, bearing the highest responsibility before the district committee, the standing board, and the standing members of the district committee; along with the district committee, standing board, and standing members, they are accountable to the provincial committee, the provincial standing board, the local party committee, and the local people for the Vietnam Communist Party's leadership in all fields in the locality, and are directly responsible for the tasks assigned.

In addition to the contents specified in Articles 4 and 5 of the Regulations issued with Decision 143-QD/TW of 2024, the district-level Party Secretary also has the following duties and powers:

- Preside over the work of the district committee, the standing board, and the standing members of the district committee; preside over and conclude the meetings of the committee; actively propose and consult within the standing members of the district committee on major and important issues to be presented to the district standing board, and the district party committee for discussion and decision.

- Direct the organization of the dissemination in the local party committee, the local people, and directly organize the dissemination within the district committee, the standing board of the district committee on the resolutions and directives of the Vietnam Communist Party; direct and orientate the preparation of important projects to concretize the resolutions and guidelines of the Vietnam Communist Party to be presented to the district committee and the standing board of the district committee for discussion and decision.

- Direct the work of inspection and supervision of the implementation of key tasks in each period, difficult and complex areas and fields of work; serve as the district military party secretary; directly grasp and direct issues of national defense, security, foreign relations, and the work of protecting the Vietnam Communist Party; direct the work of building the Vietnam Communist Party and the political system, building a key cadre team according to higher level regulations, and taking responsibility for the political, organizational, and cadre work of the locality; directly direct the work of summarizing practice, and scientific research;

Directly oversee the work of anti-corruption, anti-negative behavior, and wastefulness; preside over the vote of confidence for district committee leadership members and the questioning and answering process as prescribed. Actively propose policies and measures to the district standing board to improve and innovate the leadership methods of the district committee; ensure the activities of the district committee, the standing board, and the standing members of the district committee follow the principles of the Vietnam Communist Party and working regulations; maintain unity and consensus within the committee and the party committee. Direct the work of citizen reception, resolve complaints and denunciations, protect whistleblowers and anti-corruption activists; conduct citizen reception, direct dialogue with citizens, and handle their reflections and recommendations as prescribed.

- Direct the summarization and review of the implementation of the Vietnam Communist Party's resolutions and guidelines and summarize major aspects of local work; report to higher levels on behalf of the district committee and inform lower levels about the implementation of the Vietnam Communist Party's resolutions and guidelines locally and the activities of the district committee according to prescribed policies; when necessary, directly report to higher levels on local issues and take individual responsibility for the content of the report.

- Direct the standing deputy party secretary to handle daily work of the party committee, organize the implementation of the Vietnam Communist Party's resolutions and guidelines related to building a clean and strong party base; direct the deputy party secretary - chairman of the district people's committee, the deputy party secretary (or standing committee member) - chairman of the district people's council to organize the implementation of the Vietnam Communist Party's resolutions and guidelines and the district committee's related to the operation of state agencies in the locality;

Direct the standing committee members of the district committee, district committee members to perform their assigned responsibilities; direct affiliated party organizations of the district committee, officials, and party members to report on the performance of their assigned roles and responsibilities; on behalf of the district committee and the standing board of the district committee, sign resolutions, directives, and documents of the district committee and the standing board of the district committee.

- Perform other tasks assigned by higher levels, the district committee, the standing board, and the standing members of the district committee.
