Duties and Powers of the Cargo Ship School

On May 15, 2018, the Ministry of Transport issued Circular No. 33/2018/TT-BGTVT detailing the duties and powers of cargo ship schools.

To be specific, Circular 33 stipulates that the train conductor must perform the following duties:

- Serve as the highest authority on the freight train, responsible for ensuring safety, security, order, and customer service;- Ensure the train operates according to the schedule and directives of the train dispatcher, national technical standards for railway operations, railway signals, train operation procedures, and railway switching operations;- Draft a report with the participation of witnesses regarding cases of birth, death, injury, and incidents related to security and order occurring on the train as prescribed by law;- Fully comply with regulations on the transportation of goods and luggage by railway, other legal regulations, and the regulations of the company employing the train conductor;- Pay attention to signals on the track, on the train, and the notes in permits, orders, and warnings to comply and monitor the compliance of the train driver;- Confirm the train's integrity and signal safety to incoming station staff each time the train passes a station. If any threats to train safety are detected en route, the train must be stopped for handling or efforts must be made to inform incoming station staff;- Signal the train to proceed when safety conditions are assured;- Promptly and accurately record the train log and any arising incidents related to train operations;- Command the train braking test, participate in the braking test council as required by the employing company;- Complete procedures for requesting and organizing rescue operations;- If multiple trains are combined into a freight train, the conductor of the last train serves as the chief commander of the entire freight train.

Additionally, the freight train conductor has the following authorities:

- Refuse to allow the train to proceed if safety conditions are not met;- Refuse to accept employees who do not meet the professional, health standards for their respective titles on the train;- Decide to stop the train at the most favorable station or location to provide first aid to the injured, transfer injured or deceased persons along with related assets and documents to the stationmaster, police, hospital, or local authorities for resolution.

Particularly, for trains without an assigned deputy train conductor responsible for safety, the train conductor must fully perform the duties and authorities of the deputy train conductor responsible for safety.
