Duties and powers in law making in military agencies in Vietnam (Illustrative Image)
Clause 1 Article 19 Circular 79/2013/TT-BQP stipulates the tasks and authorities of legal sections and legal officers in agencies and units within the army regarding law making work as follows:
- Compile, propose, preside, and coordinate in organizing the implementation of the program and plan for the construction of legal normative documents and internal normative documents under sectors managed by the agency or unit; submit them to the head of the agency or unit for consideration and decision, send to the Legal Department for aggregation; monitor, urge, inspect, and report the implementation of the program and plan for constructing legal normative documents and internal normative documents within the unit.
- Preside and cooperate with relevant units in monitoring, urging, inspecting, and drafting projects and drafts of legal normative documents and internal normative documents under sectors managed by the agency or unit as assigned by the head of the agency or unit.
- Participate in commenting on projects and drafts of legal normative documents and internal normative documents sent for comments as assigned by the head of the agency or unit.
- Preside and cooperate with drafting units in preparing the dossier of the draft legal normative documents and internal normative documents; submit to the head of the agency or unit for decision-making on soliciting opinions from agencies, organizations, individuals, or propose competent authorities for appraisal and evaluation; revise and finalize the draft documents.
