Draft Population Law 2020: Implementation of International Cooperation on Population (Illustrative Image)

To be specific, Article 46 of the Draft Population Law 2020 implements several international cooperation programs on population as follows:

- Implement integration and enhance international cooperation with countries, organizations, multilateral, and bilateral forums on population and development; take advantage of consensus, support in terms of finance, knowledge, experience, and technology from governments of countries and international organizations.

- The State has policies and measures to strengthen international cooperation in the field of population and development with countries, international organizations on the basis of equality, respect for independence, sovereignty, mutual benefit, in accordance with the laws of each country and international practices.

- The scope of international cooperation in the field of population and development includes:

- Developing and implementing programs and projects;- Participating in international organizations, signing, and joining international treaties;- Mobilizing resources to implement policies, laws, and goals on population;- Researching, applying science, and transferring modern technology;- Cooperating in joint ventures, linkage, and investment in the production of means, equipment, and facilities providing population services;- Training, fostering, exchanging information and experience;- Other contents in accordance with the law.

- The State encourages overseas Vietnamese, foreign organizations, and individuals to participate in population activities in Vietnam.

- International organizations and foreign associations in the field of population are allowed to operate in the territory of Vietnam according to the provisions of Vietnamese law.

Thus, the implementation of international cooperation on population is emphasized. Coordination with international organizations aims to ensure population quality, take advantage of policy and financial support in the spirit of respect for independence and sovereignty.
