Dossier for the acceptance evaluation of bilateral international cooperation tasks on science and technology in Vietnam

Recently, the Ministry of Education and Training of Vietnam promulgated Circular 56/2012/TT-BGDDT issuing regulations on the management of bilateral international cooperation tasks on science and technology at the ministry level of the Ministry of Education and Training of Vietnam.

Article 20 of the Regulations on the management of bilateral international cooperation tasks on science and technology at the ministerial level by the Ministry of Education and Training of Vietnam, issued with Circular 56/2012/TT-BGDDT, stipulates that the ministerial-level acceptance evaluation dossier includes:

  1. Official Dispatch of the coordinating agency requesting the Ministry of Education and Training of Vietnam to organize the ministerial-level acceptance evaluation for the bilateral international cooperation task, accompanied by a list of proposed members of the ministerial-level acceptance evaluation council for the bilateral international cooperation task (according to Form 15, Appendix I).
  2. Summary and detailed final report of the task (according to Appendix II).
  3. Decision on the establishment and minutes of the evaluation council’s meeting at the grassroots level; evaluation forms of 02 reviewers and members of the Council.
  4. Scientific and technological products of the task in quantity and quality as stated in the task proposal and contract.
  5. Periodic reports of the task manager, coordinating agency, and inspection records by the Ministry of Education and Training and the coordinating agency.
  6. Design drawings, technological processes (if any), original survey and investigation data, logbooks or original data records of the task.
  7. Report on the testing or application results of the scientific and technological products of the task (equipment, technology, technological processes, etc.), feedback from the user unit and/or measurement, inspection, and testing documents of the products by an authorized measurement and testing agency.
  8. Final financial settlement report of the task.
  9. Report from the task manager evaluating the international cooperation contents (according to Form 16, Appendix I).

Note: Within 45 days after the grassroots-level evaluation, the task manager and the coordinating agency are responsible for submitting twelve (12) sets of dossiers to the Ministry of Education and Training of Vietnam to organize the ministerial-level acceptance evaluation (referred to as the Evaluation Dossier), with at least one (01) original set.
