Dossier for Registration of Law-Making Document

Accordingly, Circular 21 stipulates the registration for drafting decrees of the Government of Vietnam detailing the implementation of laws and ordinances of the National Assembly, the Standing Committee of the National Assembly; decisions of the Prime Minister of the Government of Vietnam; circulars of the Minister of Transport; circulars of the Ministers of related Ministries concerning the field of transportation, the documentation includes:

- Proposal for drafting legal documents, clearly stating the legal basis, the necessity of issuance; purposes, building viewpoints; scope of regulation, subjects of application; goals, main content of the document; basic policies and solutions for implementation; expected resources, conditions ensuring the enforcement; estimated time to present to the Government of Vietnam, the Prime Minister of the Government of Vietnam, the Minister of Transport; time to submit to the Ministers of the Ministries for issuance under their authority;- Summary report on law enforcement or evaluation of the current social relations related to the proposal for drafting legal documents;- Administrative procedures in case the law authorizes the regulation of administrative procedures;- Draft outline of the legal document;- Projected drafts of the leading drafting agency, advisory agency, coordinating agency, Deputy Minister in charge, issuing agency, time for detailed outline submission, time for draft document submission (by each level);- Other documents (if any).

At the same time, Circular 21 also stipulates that for documents requiring a proposal to draft legal documents, the Department of Legal Affairs updates the task of drafting the document into the Program of the Ministry after the Government of Vietnam's Resolution approving the proposal for drafting legal documents.
