Document on Nationality: Civil Servants Must Self-Record Information on the Dossier Receipt Form

Recently, the Ministry of Justice has issued Circular 02/2020/TT-BTP on the issuance, guidance on use, and management of citizenship register forms and documents related to citizenship.

Article 7 of Circular 02/2020/TT-BTP stipulates that when using nationality documents, officials handling nationality affairs must independently fill out the information in the Receipt Form for Application and Results, Extract of Registration Certifying Vietnamese Nationality, Certificate of Vietnamese Nationality, and Certificate of Vietnamese Descent.

Additionally, in case of handling nationality matters through a one-stop shop or an interconnected one-stop mechanism, officials receiving the application at the "One-stop" section must fill out the Receipt Form for Application and Results.

Depending on the specific case, individuals requesting to resolve nationality matters must fill out all the information accurately and completely according to the columns and sections in the Application Form, Biography Declaration Form, and Declaration Form. The requester is responsible for the information recorded in the Application Form, Biography Declaration Form, and Declaration Form; in case of intentionally providing false information, they shall be subjected to legal actions depending on the severity.

In particular: Nationality register templates and nationality documents issued according to the List in Article 3 and Article 4 of Circular 02/2020/TT-BTP are published on the Ministry of Justice’s Portal (at: www.moj.gov.vn), competent authorities handling nationality applications can access and print for use. Individuals requesting to resolve nationality matters can access and print the Application Form, Biography Declaration Form, and Declaration Form on the Ministry of Justice’s Portal. If the requester cannot print them by themselves, the competent authority handling the application is responsible for printing and providing them for free.
