On November 9, 2024, the Prime Minister of the Government of Vietnam issued Directive 42/CT-TTg on accelerating the implementation of eliminating temporary and dilapidated houses nationwide.
To celebrate the 80th anniversary of the country's founding and National Day on September 2 (1945-2025); and to execute the core task in Directive 34-CT/TW dated May 24, 2024, by the Secretariat on strengthening the Vietnam Communist Party's leadership over the development of social housing under new circumstances, which is “... ensure that 100% of people with merits and families of those with merits to the revolution are well taken care of in terms of housing”, along with the goals and tasks in Resolution 42-NQ/TW dated November 24, 2023, of the 8th Central Committee Conference of the 13th Communist Party regarding continued renewal and enhancement of social policy quality to meet the requirements of building and protecting the Fatherland in the new era: "Key directive until 2030:... completely eliminate temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change; ensure the average national housing area per person reaches about 30sqm per person", contributing to the successful implementation of the goals and targets set by the 13th National Congress Resolution of the Communist Party, the Prime Minister of the Government of Vietnam directs with the following goals and perspectives:
(1) Goals
Strive to complete 03 tasks in 2025: (i) Support housing for people with merits; (ii) Support housing for the people under national target programs; (iii) Eliminate temporary and dilapidated houses for people outside the 2 support groups above.
(2) Perspectives
- Adopt the guideline "Vietnam Communist Party leadership, State management, Fatherland Front and mass organizations support, and People as the master"; with high determination, great effort, decisive action, with key focus, complete each task, assign clear people, clear tasks, clear time, clear responsibilities, clear results, and clear products.
- Ministries, sectors, and People's Committees of provinces and central-affiliated cities must have determination and identify supporting housing for people with merits to the revolution, poor households, near-poor households as a political task, in which local administrations at all levels are decisive units for the success of the program.
Focus on leadership, direction, and promoting the role and responsibility of leaders in improving the quality and effectiveness of resources to implement housing support work for people with merits to the revolution, poor households, and near-poor households. Develop specific plans to organize and implement effectively, contributing to realizing the goal of eliminating temporary and dilapidated houses nationwide.
- Review and complete the legal system on housing support policies for people with merits to the revolution, poor households, near-poor households, ensuring consistency, synchronization, feasibility, and suitability.
Renew mechanisms and policies towards enhancing state management capacity and effectiveness, promoting administrative reforms ensuring transparency, and creating favorable conditions for localities, businesses, and people to access policies on housing support for people with merits to the revolution, poor households, near-poor households facing housing difficulties.
- Diversify resources toward comprehensive, widespread, and inclusive public mobilization. The central government allocates budget resources according to the Programs, schemes, savings,… to support housing for the people, especially those with merits to the revolution, 03 national target programs, housing support projects for poor households, and near-poor households. Ministries, sectors, and localities arrange and allocate sufficient funds for programs as planned. At the same time, call on all citizens, businesses to diversify forms of support, "contribute whatever one has, contribute effort if one has effort, contribute resources if one has resources, contribute much if one has much, contribute little if one has little", creating a movement, trend for the poor, for the movement of eliminating temporary and dilapidated houses.
- Strengthen propaganda work to create social consensus, ensuring everyone's support, sharing, and communal responsibility in taking care of the material and spiritual life of the people, especially the poor, vulnerable people, those in difficult circumstances, leaving no one behind.
