This is the directive opinion of the Ministry of Construction in Official Dispatch 249/BXD-KTXD regarding the application of investment unit costs in determining the total investment amount of construction project investment.
According to the Ministry:
Investment capital rate is the basis for preliminary determination of total investment, project total investment, determining and managing construction investment costs at the project preparation stage, and applying it in determining the land use rights value, the actual value of basic construction assets when determining enterprise value for equitization as guided by the competent managing authority.
The investment capital rate is applied when identifying new construction works, which are common in nature, with advanced average construction technology.
When using the investment capital rate indicators announced by the Ministry of Construction, it is necessary to base on the type, grade of works, technical standards, functional usage, construction investment area, the timing of total investment estimation, specific guidelines, and other expenses appropriate to the specific project requirements to supplement, adjust, and convert accordingly.
The determination of the total construction investment depends on the timing of the feasibility study report preparation for construction investment. Thus, if the total investment of the project is determined at the current time, use the investment capital rate announced at the closest time before the total investment determination and adjust, convert accordingly.
