Determining 04 Principles for Defining the Technical Level of Inland Water Ports

On February 24, 2016, the Minister of National Defense issued Circular 11/2016/TT-BQP regulating the criteria for classifying ports, announcing the list of inland waterway ports; technical classification levels, technical classification standards for inland waterway ports, standards for inland waterway docks, and management of activities concerning inland waterway ports and docks under the management authority of the Ministry of National Defense.

To be specific:, based on the regulations on standards, inland waterway ports under the management authority of the Ministry of National Defense are classified into 04 technical grades according to Form No. 02 in the Appendix issued together with Circular 11/2016/TT-BQP.

The determination of the technical grade of inland waterway ports is carried out according to the following principles:

- Inland waterway ports under the management authority of the Ministry of National Defense must simultaneously meet the standards specified in the classification table to be applied to the corresponding grade for national defense tasks;

- Port handling capacity must correspond to handling equipment when classifying technical standards;

- The largest vessel size is based on the capability to receive the largest type of vessel at the dock according to the as-built documentation when constructed, upgraded, or the inspection results at the time of technical grading of the port;

- The capability of loading and unloading weapons, equipment, and the largest-sized and heaviest cargo is based on the maximum capacity of the handling equipment at the dock (based on inspected handling equipment documentation) through mechanization, calculated as the ratio between cargo weight and total cargo handling capacity through the port according to the handling plan when grading the port.
