According to Circular 03/2020/TT-BTTTT, the authority to approve the outline and detailed estimates for information technology application activities using recurrent expenditures from state budget funds with an expenditure level from over 200 million VND to 15 billion VND for establishing, expanding, or upgrading technical infrastructure systems, software, and databases as stipulated in Clause 2, Article 51 of Decree 73/2019/ND-CP is determined based on legal regulations on authority, decentralization of the authority to decide on the procurement of assets, goods, and services to maintain the regular operations of agencies and units.

The person with the authority to approve the outline and detailed estimates establishes an appraisal council or assigns a specialized subordinate unit to act as the focal point for appraisal (commonly referred to as the appraisal focal unit).

For outlines and detailed estimates under the approval authority of the Chairperson of the People's Committees at various levels or according to decentralized authority to decide on the procurement of assets, goods, and services at the local level, the unit appraising the technical and technological solutions is the specialized unit in information technology under the provincial People’s Committee;

For outlines and detailed estimates under the approval authority of the competent authorities at ministries or central agencies, the unit appraising the technical and technological solutions is the specialized unit in information technology under the authority of the person approving the outline and detailed estimates;

In cases where the unit with appraisal authority specified in points b and c of this clause is simultaneously the budget-using unit, the unit with appraisal authority stipulated in points b and c of this clause establishes an appraisal council, or the person with the authority to approve the outline and detailed estimates may assign the specialized subordinate unit for the appraisal.
