The Government of Vietnam recently signed and promulgated Decree 53/2019/ND-CP detailing the establishment, appraisal, approval, and adjustment of irrigation planning; dike management; flood prevention and control on dike-protected river routes.

Decree 53/2019/ND-CP stipulates that the dossier for appraising the task of planning includes the following documents:

- Proposal for approval of the planning task;- Draft decision approving the planning task;- Planning task;- Other documents.

According to Decree 53, the appraisal of the planning task includes the following contents:

- The appropriateness of legal bases;- The appropriateness, scientific nature, and reliability of the planning content and methods;- The appropriateness of the content of the planning task with the cost estimate and the funding sources for planning;- The feasibility of the planning schedule.

Note, the appraisal council for the planning task should not exceed 30 days once the appraisal dossier is complete.
