The following article details the newest regulations on procedures for reissuance of cards of inspectors in Vietnam as stipulated in Decision 388/QD-TTCP of 2024.
Detailed guidance on reissuance of cards of inspectors in Vietnam (Internet image)
On July 17, 2024, the Chief Inspector of the Government of Vietnam issued Decision 388/QD-TTCP announcing the internal administrative procedures between administrative agencies within the scope of management of the Government Inspectorate of Vietnam.
According to the provisions in Part II of the internal administrative procedures between administrative agencies within the scope of management functions of the Government Inspectorate of Vietnam issued together with Decision 388/QD-TTCP in 2024, the procedures for reissuing an cards of inspectors are as follows:
(1) Procedure Steps:
- Step 1: The inspector submits an application for the reissuance of the cards of inspectors, explaining clearly the reason for the loss or damage of the cards of inspectors and requests for its reissuance.
- Step 2:
+ The Chief Inspector of departments, districts, towns, cities under provinces, and cities under centrally governed cities reviews, verifies the reasons for the loss or damage of the cards of inspectors, and proposes to the Provincial Chief Inspector for reissuance.
The Provincial Chief Inspector of Police, Chief Inspector of the inspection agencies under the Ministry of National Defense reviews, verifies the reasons for the loss or damage of the cards of inspectors, and proposes to the Chief Inspector of Ministry of Public Security, Chief Inspector of Ministry of National Defense for reissuance. The Directors-General, Directors under the Ministry review, verify the reasons for the loss or damage of the cards of inspectors, and propose to the Chief Inspector of Ministry for reissuance.
+ The heads of departments, units under the Government Inspectorate of Vietnam directly managing the inspectors review, verify the reasons for the loss or damage of the cards of inspectors and send an official document requesting the reissuance of the cards of inspectors to the Personnel Organization Division.
- Step 3:
+ Chief Inspectors of Ministries, Ministry-equivalent agencies, Provincial Chief Inspectors, Chief Inspectors of Vietnam Social Security, Chief Inspectors of Cryptographic Agencies review, compile lists, and send official documents requesting the Minister, Chief of the Ministry-equivalent agency, Chairman of Provincial People's Committee, Director-General of Vietnam Social Security to review and issue a decision on the reissuance of the cards of inspectors.
+ The Personnel Organization Division under the Government Inspectorate of Vietnam reviews, compiles lists, and sends an official document to the Chief Inspector of the Government of Vietnam to review and issue a decision on the reissuance of the cards of inspectors for inspectors under the Government Inspectorate of Vietnam.
- Step 4: Based on the file and the official document request, the Minister, Chief of Ministry-equivalent agency, Chief Inspector of the Government of Vietnam, Chairman of Provincial People’s Committee, Director-General of Vietnam Social Security reviews and issues a decision on the reissuance of the cards of inspectors.
(2) Method of Implementation: Directly or via postal service.
(3) Components and Number of Files: 01 set.
The file for reissuance of the cards of inspectors includes:
- Application for the reissuance of the cards of inspectors;- Official Dispatch requesting the reissuance of the cards of inspectors;- List of requests for reissuance of the cards of inspectors made according to Form No. 03;- 02 personal color portrait photos in inspector's uniform, size 20 mm x 30 mm, clearly stating name, and unit on the back of the photo.
(4) Time for Resolution: Within 30 days from the date of receipt of a complete file, the competent authority will review the issuance of the cards of inspectors as prescribed.
(5) Subjects of Implementation: Individuals.
(6) Resolving Authorities: Ministers, Chief of Ministry-equivalent agencies, Chief Inspector of the Government of Vietnam, Chairman of Provincial People’s Committees, Director-General of Vietnam Social Security.
(7) Results of Implementation: Decision on the reissuance of the cards of inspectors.
(8) Fees and Charges: Not specified.
(9) Name of Forms, Declarations: Form No. 03 issued together with Circular 05/2024/TT-TTCP.

(10) Requirements, Conditions:
- The inspector who lost or damaged the cards of inspectors due to objective reasons will be considered for reissuance.- No consideration for the reissuance of the card for those under detention, disciplinary action, or under review for discipline related to corruption, misconduct, or public ethics by the competent authority. For those without at least 5 years of working time, the cards of inspectors will only be issued valid until the retirement date.
