Clause 4 Article 6 of Circular 06/2020/TT-BKHDT stipulates the organization of appraising the contents in bidding according to the provisions of Articles 75, 76, and 79 of Decree 25/2020/ND-CP as follows:

- The Department of Planning and Investment presiding over the appraisal of the bidding documents in Vietnam, request dossiers, the list of investors meeting technical requirements, and investor selection results in cases where these contents are approved by the Chairman of the Provincial People's Committee.

- The section with functions concerning planning and finance of the specialized agency under the Provincial People's Committee presides over the appraisal of bidding documents, request dossiers, the list of investors meeting technical requirements, and investor selection results in cases where these contents are approved by the head of the specialized agency as authorized by the Chairman of the Provincial People's Committee.

- The section with functions concerning planning and finance of the District People's Committee presides over the appraisal of bidding documents, request dossiers, the list of investors meeting technical requirements, and selection results in cases where these contents are approved by the Chairman of the District People's Committee as authorized by the Chairman of the Provincial People's Committee.

Particularly for investment projects using land as per the provisions of Decree 30/2015/ND-CP dated March 17, 2015 of the Government of Vietnam detailing the implementation of some provisions of the Bidding Law on investor selection, from the effective date of Decree 25/2020/ND-CP (April 20, 2020), after completing compensation, support, resettlement according to the law on land, the allocation of land, leasing of land to investors is carried out according to Clause 2 Article 60 of Decree 25/2020/ND-CP.

More details can be found in Circular 06/2020/TT-BKHDT, which comes into effect in Vietnam from November 1, 2020.
