Decree 64/2014/ND-CP: 04 Conditions for Citizen Reception Work

The public reception work must be organized in an orderly manner and ensure compliance with the conditions stipulated in Decree 64/2014/ND-CP, specifically:

- The head of the agency, organization, unit shall arrange competent and qualified staff with a sense of responsibility to handle public reception according to actual requirements; arrange suitable premises and locations for public reception, ensure physical facilities and other conditions to serve public reception work; strictly implement policies and remuneration for individuals engaged in public reception.- The State shall ensure funding for public reception activities of agencies, organizations, and units. The preparation of estimates, use, and settlement of funds ensuring public reception activities shall comply with legal regulations.- The Government Inspectorate of Vietnam shall take the lead and coordinate with relevant agencies to build a national database on public reception, complaint resolution, denunciation, and feedback to connect nationwide.

- Ministries, sectors, and People's Committees at all levels shall build databases on public reception, complaint resolution, denunciation, and feedback within their agencies and localities to connect with the database of the Government Inspectorate of Vietnam.

- The Ministry of Public Security and police at all levels are responsible for ensuring security, order, and safety for public reception staff at all levels' public reception offices.
