Recently, the Government of Vietnam has issued Decree 140/2013/ND-CP on the organization and activities of the Inspectorate of Information and Communications.

To be specific, Decree 140/2013/ND-CP stipulates that the inspection activities of the Information and Communications sector are conducted in the following 03 forms:
Inspection activities are carried out in the form of planned inspection, regular inspection, and ad-hoc inspection. Specifically:
- Planned inspection is conducted according to the approved plan.
- Ad-hoc inspection is conducted when detecting that an agency, organization, or individual shows signs of legal violations, as per the requirement of resolving complaints and denunciations, or as assigned by the head of the competent state management agency.
- Regular inspection is carried out based on the functions and tasks assigned to the Department for the implementation of specialized inspection functions.
Additionally, this Decree also stipulates administrative inspection activities, specifically: Inspecting the compliance with policies, laws, and assigned tasks of agencies, organizations, and individuals under the direct management authority of the Ministry of Information and Communications and the Department of Information and Communications. Administrative inspection activities are carried out according to the provisions from Articles 43 to 50 of the Law on Inspection and from Articles 19 to 31 of Decree 86/2011/ND-CP dated September 22, 2011 of the Government of Vietnam, which stipulates details and guides some provisions of the Law on Inspection.
The Information and Communications Inspectorate is provided with office facilities, technical infrastructure, means, equipment, and other necessary conditions to serve inspection tasks and handle administrative violations.
