Recently, the Ministry of Planning and Investment approved the Data Strategy to 2030, which sets out key contents for implementing this Strategy.

On May 20, 2024, the Minister of Planning and Investment issued Decision 1186/QD-BKHT to approving the Data Strategy until 2030 of the Ministry of Planning and Investment of Vietnam
The Data Strategy until 2030 of the Ministry of Planning and Investment includes the following key contents:
(1) Establishing regulations and rules
- Supplementing and improving regulations and rules on the management and connection of digital data, open data, and data sharing according to the regulations of the Government and the guidelines of the Ministry of Information and Communications.
- Developing and issuing standards or technical regulations on data structure, data sharing procedures, exploitation and use of data from national databases, data sets managed by the Ministry, as stipulated in Decree 47/2020/ND-CP dated April 9, 2020, by the Government on the management, connection, and sharing of digital data of state agencies and current regulations.
- Reviewing, supplementing the plan on open data (already issued in Decision 1814/QD-BKHT dated December 31, 2021), including the list of open data, the plan for publishing open data within the Ministry's management scope, and the minimum level to be achieved in each stage of the plan; providing open data for the first time according to the plan.
- Developing a Catalog of Big Data and a plan for the development of big data within the Ministry of Planning and Investment, following the guidelines of the Ministry of Information and Communications.
- Developing and issuing technical guidelines on connection, integration, and data sharing between national databases, specialized databases of the Ministry, departments, and localities.
- Reviewing, updating, amending, supplementing, or proposing amendments and supplements to specialized legal documents within the scope of state management to align with this Strategy.
- Adding data dictionary entries to the Electronic Government Architecture of the Ministry of Planning and Investment in subsequent versions.
- Developing policies to incentivize the development of enterprises operating in the field of data, providing strategic data management consulting, and providing data management platforms and services.
- Developing and issuing principles for data usage and guidelines on safety when using artificial intelligence (AI) at the Ministry, according to the guidelines of the Ministry of Information and Communications.
- Developing and improving data sharing mechanisms between the Ministry of Planning and Investment (General Statistics Office) and other ministries and sectors to compile indicators for the National Statistical Indicator System.
(2) Developing data infrastructure
Completing the Ministry of Planning and Investment Data Portal at https://data.mpi.gov.vn/, integrating it with the National Data Portal to provide open data and data services to citizens, businesses, and cooperatives. Gradually providing open data from the Ministry on the network environment to enhance sharing and transparency in the activities of state agencies, promote innovation, and promote economic and social development, while ensuring the safety and security of information for organizations and individuals according to the law.
- Building and maintaining the stable operation of the Ministry of Planning and Investment Data Center in accordance with the prescribed standards, ensuring synchronized and interconnected data with mutual backup capability.
- Developing the Ministry's Cloud Computing Platform; the Ministry's Data Center using cloud computing platform, connecting to the Government's Cloud Computing Platform according to the guidelines of the Ministry of Information and Communications.
- Connecting the Ministry's data center to the Vietnam Internet Exchange Station (VNIX), ensuring continuous and stable updating and utilization of data within the country, even in cases of international Internet connection loss or interruption.
- Building and improving data collection and transmission infrastructure within the Ministry. Developing the Internet of Things (IoT) infrastructure to serve business and specialized applications in the implementation of the Digital Government.
(3) Data Development
- Focusing on developing data in the following areas: Business registration; Investment; Procurement; Public investment; Planning; Enterprises; Data on monitoring and evaluating investment programs, projects using state capital; Data on cooperatives; National information system on cooperatives; Economic-social statistical data; Data on business household registration; Data on industrial parks, economic zones. Ensure that data is generated in a machine-readable format, readily available for sharing, exploitation, and easy utilization. Integrate and synchronize data in the aforementioned fields into the National Data Center following the guidelines of the Ministry of Information and Communications.
- Building a deployment plan for a comprehensive data analysis and processing platform with artificial intelligence applications to optimize the management and operational direction of the Ministry.
- Collecting and exploit, enrich the large amount of data generated during the digital transformation process in various fields.
- Implement the function of an electronic data warehouse for organizations and individuals on the Administrative Procedure Settlement Information System of the Ministry, so that citizens and businesses only need to provide information once to the state authorities when performing online public services. Digitize documents, administrative procedure results, and papers issued by the Ministry, and store them in the Ministry's digital data warehouse.
- Improve the Electronic Document Management System (at the Ministry, it is the Document and Work Record Management System), the electronic document storage management system in compliance with the legal regulations on clerical work and archiving.
(4) Data Connectivity and Sharing
- Connect and share data across digital platforms: integrated data sharing platform (NDXP/LGSP), IoT device platform, National Document Interoperability Axis, following the guidelines of the Ministry of Information and Communications.
- Build and improve connectivity infrastructure, data interoperability, and sharing, including: an integrated data sharing platform to connect, integrate, and share data between information systems, databases of the Ministry and other ministries, and local authorities; a national data aggregation and analysis platform and the Ministry's centralized data aggregation and analysis platform; and interconnected and shared data to collect data resources from each industry, field into a processing and analysis focal point, generating new values to serve the development of digital government, digital economy, and digital society.
- Share and connect data of the Ministry with national databases, ministries, sectors, and localities according to the regulations on connectivity, sharing, exploitation, and use of data of the Ministry of Planning and Investment, as stated in Decision 1682/QD-BKHDT dated December 22, 2021, by the Minister of Planning and Investment.
- Develop guiding regulations within the scope of state management of the Ministry regarding the activities of opening, connecting, and sharing data of businesses with state agencies and the community. Consider support mechanisms to encourage businesses to share valuable data and jointly build open datasets and shared data for common interests.
(5) Ensuring Information Security and Cybersecurity for Data
- Ensure the security and cybersecurity of the network system, Data Center, Operation Center, digital platforms, Data Warehouse, and information systems of the Ministry.
- Implementing information security measures according to the 4-layer protection model.
- Monitoringg safety and cybersecurity through the Ministry's Safety and Cybersecurity Monitoring Center, ensuring full connectivity with the National Information Security Monitoring Center.
- Organizing inspection and evaluation of safety and cybersecurity according to legal regulations and the Ministry's guidelines.
(6) Training and Development of Human Resources
- Organizing training programs, capacity building, and enhancement of data management for officials and civil servants at the Ministry.
- Collaborating with businesses and international organizations to exchange knowledge on new data technologies and techniques.
