Criteria for the Emulation movement "Joining Hands to Eliminate Temporary and Dilapidated Houses Nationwide in 2025" of the Ministry of Finance of Vietnam of Vietnam (Internet image)

On August 16, 2024, the Minister of Finance issued Decision 1946/QD-BTC regarding the Plan to Implement the Emulation movement "Joining Hands to Eliminate Temporary and Dilapidated Houses Nationwide in 2025".

Criteria for the Emulation movement "Joining Hands to Eliminate Temporary and Dilapidated Houses Nationwide in 2025" of the Ministry of Finance of Vietnam of Vietnam

The Ministry of Finance of Vietnam has set forth the criteria for the emulation "Joining Hands to Eliminate Temporary and Decrepit Houses Nationwide in 2025" as follows:

(1) For units under and subordinate to the Ministry:

- Based on assigned functions and tasks, compete to research, develop, and promptly present to the competent authority for issuance with quality and within the prescribed timeline, mechanisms, and policies related to the National Target Program on Sustainable Poverty Reduction for the 2021 - 2025 period, the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021 - 2030 period (Phase I from 2021 to 2025), policies related to housing support for poor households, near-poor households, individuals affected by natural disasters and climate change, and households of people with meritorious services facing housing difficulties.

- Provide feedback on the development of programs and documents guiding the implementation of National Target Programs to ensure timely progress.

- Enhance capability, efficiency of state management, and broadly apply information technology in the management and operation of the units. Promote administrative reform towards transparency, creating favorable conditions for businesses and citizens to access social policies, especially poverty reduction policies, housing support policies for poor households, near-poor households, individuals affected by natural disasters and climate change, and households of people with meritorious services facing housing difficulties.

- Present to the competent authority for approval, allocation, and arrangement of the State budget for Ministries, sectors, and localities to implement the National Target Programs as per the proposed plan.

- Inspect and supervise the implementation of mechanisms and policies to effectively realize the National Target Programs.

- Propagate and mobilize officials, public employees, and workers at the unit to join hands and contribute to the program to eliminate temporary and decrepit houses nationwide.

(2) For enterprises under the Ministry:

Actively participate, join hands, contribute, and respond to the Emulation Campaign for eliminating temporary and decrepit houses with the motto: everyone contributes what they can, whether it be labor, funds, or other resources, aiming to successfully achieve the goal of completely eliminating temporary and decrepit houses in 2025.

(3) For officials, public employees, and workers at units under and subordinate to the Ministry:

- Based on assigned tasks, proactively, creatively, and excellently complete the tasks of advising the unit to develop, issue, or present to the competent authority for issuance of guidelines, organization, implementation, inspection, and supervision of the implementation of mechanisms and policies to effectively realize the National Target Programs.

- Set an example, actively respond to the Ministry’s and unit’s Emulation Campaign, join hands, and contribute to the program to eliminate temporary and decrepit houses nationwide.

It is known that the Ministry of Finance of Vietnam has issued the Plan to Implement the Emulation movement "Joining Hands to Eliminate Temporary and Dilapidated Houses Nationwide in 2025" with the aim to:

- Create a lively emulation atmosphere, promote the tradition of solidarity, creativity, discipline, and concentrate all resources to completely eliminate temporary and decrepit houses for poor households, near-poor households, individuals affected by natural disasters and climate change, and support families of people with meritorious services facing housing difficulties by the end of 2025, thereby contributing to effectively reducing multi-dimensional poverty rates; setting a premise for attracting investment, economic development, and successfully achieving the objectives and targets set forth in the XIII National Congress of the Communist Party.

- Through the Emulation Campaign, create a strong transformation in awareness and responsibility of party committees and leaders of units within the Finance sector regarding the difficulties faced by poor households, near-poor households, individuals affected by natural disasters and climate change, and families of people with meritorious services facing housing difficulties.

Simultaneously, encourage the direct support and accompaniment of units, officials, public employees, and workers of the Finance sector towards the poor and those in difficult situations nationwide.
