Circular 40/2015/TT-BLDTBXH stipulates the standards concerning professional qualifications, expertise, and working policies of teachers instructing at the primary vocational level, issued by the Minister of Labor, War Invalids and Social Affairs on October 20, 2015.

To be specific, Article 5 of Circular 40/2015/TT-BLDTBXH stipulates the standards for political qualities, professional ethics, and lifestyle of primary vocational teachers as follows:
Standard 1: Political Qualities
- Strictly adhere to the directives and policies of the Communist Party, and the laws and policies of the State;- Regularly engage in political studies to enhance political awareness;- Maintain discipline; have a collective spirit, strive for the common good; resolutely combat and prevent legal and professional violations;- Exemplify civic duties, and actively participate in social activities.
Standard 2: Professional Ethics
- Love for and dedication to the profession; maintain the qualities, honor, reputation, and conscience of a teacher; unite, cooperate, and collaborate with colleagues, and foster a collective spirit to achieve educational goals;- Devotion to work; love for and respect students, help them overcome difficulties in learning and training, and protect their legitimate rights and interests;- Fairness in teaching and education; objectivity in assessing students' abilities;- Adhere to the rules, regulations, and bylaws of the unit, provincial departments, and authorities; practice frugality, and fight corruption, waste, and achievement-oriented practices; engage in regular, serious self-criticism and criticism.
Standard 3: Lifestyle and Working Style
- Have ideals, purposes, and the will to strive; maintain continuous effort with pure motives and creative thinking; practice diligence, thrift, integrity, and impartiality following Ho Chi Minh's moral example;- Lead a healthy lifestyle, be modest, close, and harmonious with colleagues; support and encourage a civilized and progressive lifestyle, and criticize outdated and selfish behaviors;- Exhibit scientific working habits; dress simply and politely while on duty; maintain civilized, polite, appropriate behavior in social relationships, with colleagues, students, their parents, and the public; solve tasks objectively, enthusiastically, and attentively;- Build a cultural family; maintain a cultural lifestyle in public places.
