Criteria for Members of the Council for Evaluating Dossiers for Promotion to Teaching Titles

According to Circular 12, the criteria for members of the Dossier Appraisal Committee for consideration of rank promotion for teaching public employees are specified as follows:

- A person appointed as a member of the Appraisal Committee for consideration of rank promotion to Senior Lecturer (Rank I) must hold the professional title of Senior Lecturer (Rank I) or an equivalent professional title and have a doctorate in the same field or science specialty as the candidate;- A person appointed as a member of the Appraisal Committee for consideration of rank promotion to Principal Lecturer (Rank II) must hold the professional title of Principal Lecturer (Rank II) or an equivalent professional title and have a doctorate in the same field or science specialty as the candidate.

In addition, the Circular also stipulates the duties and powers of the Appraisal Committee as follows:

Duties and Powers of the Head of the Appraisal Committee

- Organize and arrange the members of the Appraisal Committee, ensuring that each candidate dossier must have at least 02 appraising members in the same field or science specialty as the candidate, with specific comments on the criteria of the registered professional title;- Summarize the appraisal results and hand over the minutes to the Head of the Secretariat of the Rank Promotion Council. Keep confidential the promotion exam scores of the candidates.

Duties and Powers of the Members of the Appraisal Committee

- Perform tasks as assigned by the Head of the Committee;- Appraise the dossiers of the candidates in accordance with the regulations;- Report any signs of violations during the appraisal process to the Head of the Committee and propose handling measures. Keep confidential the promotion exam scores of the candidates.

Circular 12/2018/TT-BGDDT is effective from June 1, 2018.
